I think some of the rainy day money should be spent now, just not by Governor Cooper. He couldn't manage a one car funeral. Think of the hurricane money he messed up! I shudder to think how he'd mismanage $1.1 billion.
If he had done what other governors did - let business continue as usual - we'd not be in this fix. Only Democrats clutching their power seem to "need" a blanket control of business in their states.
